Draft local planning policies (LPPs) have been prepared to support the implementation of the draft Local Planning Scheme No. 3 (LPS3).

The draft LPPs provide detailed guidance to support good design and high-quality development outcomes, ensuring that future development contributes positively to the city and its neighbourhoods.

The following LPP's are proposed:

Building Heights and Setbacks

The draft Building Heights and Setbacks LPP provides objectives and provisions for building heights, setbacks and sunlight access for all zoned land in the scheme area, with the exception of the areas covered by the Character and Heritage Area LPPs.

The draft Building Heights and Setbacks LPP was approved for consultation by Council at its Ordinary Meeting on 19 November 2024 (Item 11.1). Click here to view the Officer Report.

Residential Design

The draft Residential Design LPP varies the deemed-to-comply and acceptable outcomes of the R-Codes Volumes 1 and 2. It applies to all residential development on zoned land within the scheme area.

General Design

The draft General Design LPP applies to non-residential development on zoned land in the scheme area. The draft LPP provides:

  • built form provisions including building orientation, articulation and detailing, roof design, materials and finishes,
  • public realm interface addressing pedestrian access, pedestrian shelter, front fences and walls,
  • provisions for new pedestrian links and public spaces, public view corridors, landmarks and heritage places, wind conditions and reflectivity, vehicular access and car parking provisions, bicycle parking and end of trip facilities, and building services and utilities.
  • Environmentally Sustainable Design principles embedded throughout the draft LPP.

Heritage

The draft Heritage LPP provides guidance on the development of heritage places within the scheme area. It seeks to retain the character and appearance of heritage places and ensure development does not affect heritage significance.

Bonus Plot Ratio

The draft Bonus Plot Ratio LPP details the requirements and process for awarding bonus plot ratio. It identifies the community benefits and strategic outcomes that may be considered for bonus plot ratio in accordance with draft LPS3.

The draft Bonus Plot Ratio LPP also sets out how much extra floor area can be approved for delivering different community benefits or strategic outcomes.

Transfer of Plot Ratio

The draft Transfer of Plot Ratio LPP details the requirements and process for transferring plot ratio from a heritage place (donor site) to another site (recipient site). It sets out how heritage places can become donor sites and the method for determining how much plot ratio can be transferred. Recipient sites can only receive plot ratio up to the that specified on the Maximum Bonus Plot Ratio Plan.

Specialised Accommodation

The draft Specialised Accommodation LPP provides design and management provisions for specialised accommodation which includes student accommodation, tourist and visitor accommodation and short-term rental accommodation (Airbnb).

Hay Street Road Reserve Widening

The draft Hay Street Road Reserve Widening LPP provides guidance for the future road reserve widening and colonnading along Hay Street. This is to accommodate increased pedestrian and vehicular movement, whilst ensuring sufficient space is available to enhance the public realm.

Noise Attenuation

The draft Noise Attenuation LPP outlines noise attenuation requirements for development in the City. Noise attenuation requirements ensure that noise-sensitive and noise-emitting uses can co-exist. The policy also specifies when acoustic reports are required to inform decision-making.

Frequently Asked Questions

LPPs provide guidance for development. They apply to a specific area, land use or type of development or matter. They provide information on how the scheme is applied to land use and development decision making.

LPPs support the implementation of draft LPS3. They provide development and operational provisions that are to be given ‘due regard’ in consideration of applications for development approval.

Provision of development controls within policy allows greater flexibility in how controls are applied and more efficient updates in response to community expectations.

The City has reviewed its LPPs to ensure they are up to date, consistent and easy to use. This supports the implementation of the new local planning framework.
